Negative intent must survive every handoff. The project treats “access and portability only” as a hard constraint, keeps sensitive exports outside Git, and tests workflows against fictional scenarios where quoted history or provider mistakes could otherwise trigger destructive action.

Evidence in the system
- The workflow distinguishes request, verification, export, audit, follow-up, escalation and closure as separate states.
- Twenty fictional intent-preservation cases test whether prohibited or out-of-scope actions survive multi-stage handoffs.
- Provider mistakes and contradictory claims are preserved as evidence rather than silently normalized away.
